The Certification Process
Supervisory/Operational Management Level (EJLog)
- The Candidate applies for certification to the Secretary of the SNCB.This may also be administrated by the Assessor organisation (Silf Competence).
- The Secretary appoints the Assessor organisation (Silf Competence) to screen the Candidates on Operational Management level.
- The Assessor organisation asks the Candidate for a Booklet including records of previous work experience, education and test results. These should meet the requirements of the ELA Standards.
- If the candidate does not meet the standards of education, the Assessor organisation recommends complementary education.
- When the Assessor organisation finds that the Candidate meets the requirements he/she is asked to register for a final written exam.
- The examination will be assessed on a two-degree scale (pass or fail).
- The Candidate will be notified in writing of the outcome of the exam.
The final written exam is done during one day, consisting of two Compulsory modules and two selected modules out of five (see below).

Senior Management Level (ESLog)
- The Candidate applies for certification to the Secretary of the SNCB. This may also be administrated by the Assessor organisation (Silf Competence).
- The Secretary appoints the Assessor organisation (Silf Competence) to screen the Candidates on Senior Management level.
- The Assessor organisation asks the Candidate for a Booklet including records of previous work experience, education and test results. These should meet the requirements of the ELA Standards.
- If the candidate does not meet the standards of education, the Assessor organisation recommends complementary education.
- When the Assessor organisation finds that the Candidate meets the requirements he/she is asked to register for a final written exam.
- The examination will be assessed on a two-degree scale (pass or fail).
- The Candidate will be notified in writing of the outcome of the assessment.
The final written exam is done during two days, where day 1 comprises the three compulsory modules and day 2 three out of five optional ones. In addition to these modules, the candidates will be asked to perform 2 Essays, one each day.

Strategic Management Level (EMLog)
- The Candidate applies for certification at the Secretary of the SNCB.
- The Secretary of the SNCB screens the Candidate by asking the Candidate for a Booklet including records of previous work experience, education and test results. These should meet the requirements of the ELA Standards.
- The Secretary hands over the Booklet to one of the Assessors on Strategic management level.
- If the candidate does not meet the standards of education, the appointed Assessor on Strategic management level recommends complementary education.
- If the Candidate meets the requirements, the Assessor assigns a (minimum) one-month project for the candidate. The project shall be written in English and presented orally for the Chief Assessor or if the Chief Assessor so decides, for another Assessor on Strategic management level.
- The examination will be assessed on a two-degree scale (pass or fail).
- The Candidate will be notified in writing of the outcome of the assessment. In the case of a negative result, the reason for this will be given.
- The Candidate can if failing, repeat the oral presentations after complementary work.
- Assessor organisations on Senior management level can assist the Secretary of the SNBC in screening the Candidates and assist the Candidate in completing the Booklet. The Booklet is handed over to the Secretary of the SNCB.
